Abstract In the upper Paraná River floodplain, the populations of Salminus brasiliensis have been subjected to several anthropic impacts, such as overfishing, the blocking of migratory routes by dams, and regulation of the flood regime. Its populations have disappeared or become depleted in most rivers in this basin. These populations are the target of protection measures aimed at restoring them. This study evaluated the abundance of this species in the upper Paraná River floodplain over a 26-year time series in sites under different degrees of protection. Despite the overall decrease in the abundance of S. brasiliensis across the region, the less impacted sites have higher abundances and exhibited a slower decline in the probability of occurrence. Over time, populations in less impacted sites also exhibited improved fish condition. Some protected areas in the upper Paraná River have had a mitigation effect by lowering the velocity of population decline and representing a constant source of propagule production for other areas. Our results reinforce the notion that populations threatened with low abundances take a long time to effectively recover their stocks. Thus, besides evaluating species conservation strategies, long-term studies are essential to subsidize management measures, such as fisheries regulations.

Resumo Na planície de inundação do alto rio Paraná, as populações de Salminus brasiliensis têm sido submetidas a diversos impactos antrópicos, como sobrepesca, bloqueio de suas rotas migratórias por barragens e regulação do regime de cheias. Essas populações desapareceram ou se esgotaram na maioria dos rios dessa bacia, sendo alvo de medidas de proteção para restaurá-las. O objetivo deste trabalho foi avaliar a abundância da espécie na planície de inundação do alto rio Paraná ao longo da série temporal de 26 anos em locais sob diferentes graus de proteção. Apesar da diminuição geral na abundância de S. brasiliensis em toda a região, os locais menos impactados possuem maiores abundâncias e exibiram um declínio mais lento na probabilidade de ocorrência. Com o tempo, as populações em locais menos impactados apresentaram aumento na condição dos peixes. Algumas áreas de proteção no alto rio Paraná têm efeito mitigador, diminuindo a velocidade de declínio populacional, representando fonte de propágulos para as demais áreas. Nossos resultados reforçam a ideia de que populações ameaçadas com baixas abundâncias levam muito tempo para recuperar seus estoques. Assim, além de avaliar as estratégias de conservação das espécies, estudos de longo prazo são essenciais para subsidiar medidas de manejo, como a regulamentação da pesca.

Resumo Nosso objetivo foi avaliar a efetividade das áreas protegidas da bacia Paraná-Paraguai sobre múltiplas facetas da ictiofauna, atualmente e em cenários futuros de mudanças climáticas baseado em alcançar 17% de áreas protegidas, de acordo com os objetivos de Aichi. Análises foram feitas a partir da distribuição de 496 espécies para o presente e futuro, em diferentes cenários climáticos. Foram calculadas a riqueza de espécies, a riqueza funcional e a diversidade filogenética, sobrepondo a combinação destas facetas com as áreas protegidas. Os resultados indicaram que as áreas protegidas da bacia Paraná-Paraguai não são eficientes em proteger as áreas mais ricas em ictiofauna considerando diversas facetas. A maior sobreposição se dá entre as áreas protegidas e as áreas mais ricas em diversidade filogenética, mas os valores são muito baixos (2,37%). A sobreposição entre as áreas protegidas e os 17% das áreas com maior riqueza de espécies, riqueza funcional e diversidade filogenética é de apenas 1,48%. Para o futuro as projeções indicaram que a sobreposição pode aumentar, mas os valores dos índices caem consideravelmente. Os ambientes aquáticos e as mudanças climáticas são componentes que devem ser considerados no planejamento sistemático de áreas protegidas que consideram essencialmente ambientes terrestres e suas ameaças.

Abstract Our objective was to evaluate the effectiveness of protected areas (PAs) in the Paraná-Paraguay basin on multiple facets of ichthyofauna, both currently and in future climate change scenarios, based on reaching the 17% of conserved terrestrial and inland water defined by Aichi Target 11. Analyses were carried out vis-à-vis a distribution of 496 native species, modeling for the present and for the future, and in moderate and pessimistic scenarios of greenhouse gases. We calculated species richness, functional richness, and phylogenetic diversity, overlapping the combination of these facets with the PAs. The results indicate that the current PAs of the Paraná-Paraguay basin are not efficient in protecting the richest areas of ichthyofauna in their multiple facets. While there is a larger overlap between PAs and the richest areas in phylogenetic diversity, the values are too low (2.37%). Currently, the overlap between PAs and areas with larger species richness, functional richness, and phylogenetic diversity is only 1.48%. Although this value can increase for future projections, the values of the indices decrease substantially. The relevant aquatic environments, biological communities, and climate change should be considered as part of the systematic planning of PAs that take into consideration the terrestrial environments and their threats.

The altitudinal gradient and the hydrological dynamics affect the establishment and distribution of organisms in Andean rivers. Benthic macroinvertebrates, an essential component of lotic ecosystems, are useful to assess the influence of the altitudinal gradient and changes in environmental characteristics. We analyzed the effects of altitudinal gradient on benthic macroinvertebrates assemblages in the Chillón River (Lima, Perú), and tested two hypotheses: 1) taxa richness decreases with increasing altitude, while dominance increases, and 2) altitude is the primary driver of variation in community composition. We found 47 taxa, being the class Insecta (Arthropoda) the richest and the densest in both hydrological periods. Taxa richness had a negative linear relation with altitude, while dominance had a positive linear relation. The RDA showed that communities varied along the altitudinal gradient. Our results showed that altitude is the main driver of variation in taxa composition; however, more studies must be carried out to understand what factors are essential in organism’s distribution and how they operate in Andean lotic ecosystems.

El gradiente altitudinal y la dinámica hidrológica afectan el establecimiento y la distribución de organismos en los ríos altoandinos. Los macroinvertebrados bentónicos, un componente esencial en los ecosistemas lóticos, son útiles para evaluar la influencia del gradiente altitudinal y los cambios en las características ambientales. Analizamos los efectos del gradiente altitudinal sobre las comunidades de macroinvertebrados bentónicos del Río Chillón (Lima, Perú) y pusimos a prueba dos hipótesis: 1) la riqueza de taxones disminuye con el aumento de la altitud, mientras que la dominancia aumenta, y 2) la altitud es el factor principal de la variación en la composición de la comunidad. Registramos 47 taxones, siendo la clase Insecta (Arthropoda) el más diverso y con alta densidad en ambos períodos hidrológicos. La riqueza de taxones tuvo una relación lineal negativa con la altitud, mientras que la dominancia mostró una relación lineal positiva. El análisis de redundancia evidenció que las comunidades bentónicas variaron a lo largo del gradiente altitudinal. Nuestros resultados muestran que la altitud es el principal conductor de la variación en la composición de taxones; sin embargo, sería necesario realizar más estudios para dilucidar qué factores son esenciales en la distribución de organismos y como operan en ecosistemas lóticos andinos.

ABSTRACT Autonomous work is protected and confiscation of property is prohibited in the Supreme Charter of Ecuador. The objective of this article was to determine the influence of the confiscation of goods on the variation of informal traders. Guayaquil, Ecuador; for which quantitative method was used through the technique of the sample survey of 383 informal traders working in the Bay of Guayaquil. The result was that the confiscation of goods by the Municipal Police affects informal commerce, because it did not minimize the number of workers who worked in the informal sector, nor did they order the sale on public roads, but increased the expenses of this group Social. In conclusion, the action of the Municipal Police to confiscate the goods of informal traders, did not cause them to leave this activity, even less that they transit the public road, only managed to demmejoren their economy by borrowing to buy again their tools work and merchandise, generating greater poverty and discontent of this social group and their families.

RESUMEN El trabajo autónomo está protegido y la confiscación de bienes está prohibido en la Carta Suprema del Ecuador. El presente artículo planteó como objetivo general determinar la influencia de la confiscación de bienes en la variación de los comerciantes informales. Guayaquil-Ecuador; para lo cual se utilizó el método cuantitativo a través de la técnica de la encuesta realizando la muestra a 383 comerciantes informales que trabajan en la Bahía de Guayaquil. Se obtuvo como resultado que la confiscación de bienes por parte de la Policía Municipal afecta al comercio informal, porque no minimizó el número de trabajadores que laboraban en la informalidad, ni ordenaron el expendio en las vías públicas, sino que incrementaron los gastos de este grupo social. En conclusión, la acción de la Policía Municipal de confiscar los bienes de los comerciantes informales, no generó que ellos dejen esta actividad, menos aún que transiten por la vía pública, solo logró que ellos desmejoren su economía al endeudarse para comprar nuevamente sus herramientas de trabajo y mercadería, generando mayor pobreza y descontento de este grupo social y de sus familias.

Con base en el concepto de apropiación política, en el presente estudio se investiga cómo los distintos actores de la educación en una región rural de Colombia perciben las políticas lingüísticas y cómo esto determina la forma en que ellos reconstruyen estas reformas a nivel local. Como una contribución al análisis de la política lingüística en Colombia y en el extranjero, las conclusiones de este estudio no solo proporcionan conocimientos sobre los procesos de formulación de la política lingüística en las zonas rurales de Colombia, sino que arrojan luces sobre el papel activo que los distintos agentes de la educación juegan en la continua recreación y apropiación de las reformas educativas lingüísticas.

Drawing on the concept of policy appropriation, this study investigates how different education stakeholders in a rural region of Colombia perceive foreign language education policies, and how these perceptions shape the way they recreate these reforms at the ground level. Contributing to the field of language policy analysis in Colombia and abroad, findings in this study not only provide knowledge on foreign language policymaking processes in rural areas in Colombia, but also shed light on the active role played by different stakeholders in the continuous recreation and appropriation of language education reforms.

Resumen: Teniendo en cuenta que las políticas lingüísticas emanan del Gobierno nacional con la intención de regular la enseñanza y el aprendizaje de una lengua extranjera, este artículo da cuenta del resultado de una investigación sobre la forma como algunos ciudadanos del municipio de Yarumal, ubicado al norte del departamento de Antioquia, perciben las políticas y el grado de pertinencia de las mismas en sus comunidades rurales. En el estudio participaron representantes comunitarios, a saber: dos funcionarios administrativos (un empleado del municipio y el coordinador del Servicio Nacional de Aprendizaje-Regional Norte); dos personas del sector comercial (el gerente de una reconocida entidad bancaria y el gerente de una cooperativa local de ahorros) y tres participantes del sector educativo (el rector de una institución educativa pública, un docente de un colegio privado y una estudiante de grado once de un colegio público). El estudio siguió los parámetros de la investigación cualitativa y el método de estudio de caso, teniendo como principales técnicas de recolección de datos el análisis documental y entrevistas realizadas a los siete representantes educativos de la municipalidad, elegidos para participar en el estudio. Como hallazgo principal se encontró que, de acuerdo con la percepción de los ciudadanos que participaron en este estudio, las políticas lingüísticas que está implementando el Gobierno nacional en torno al bilingüismo se convierten en un discurso etéreo para los habitantes de las zonas rurales, a la vez que son percibidas como una propuesta homogeneizante que no responde a las necesidades de las comunidades rurales y que finalmente no está siendo implementada de forma efectiva.

Abstract: Given that language policies are issued by the national government with the intention of regulating the teaching and learning of a foreign language, this article aims to report the results of an investigation on how some representative citizens of the community in general, from a municipality located northern of the department of Antioquia perceive those policies and their relevance in the specific rural communities. The community representatives who participated in the study were two participants from the administrative sector (the mayor of the town, and SENA coordinator - 'Regional Norte'); two participants from the commercial sector (a manager from a recognized bank and a local savings cooperative manager) and 3 participants from the education sector (a public school's principal, a private school teacher and an eleven grade student from a public institution). The research study followed the parameters of the qualitative research and the case study method and it had as main data collection techniques the document analysis and interviews done to the seven representatives from the municipality chosen to participate in the study. The main finding was that according to the perception of the citizens who participated in this study, the language policy being implemented by the National Government on bilingualism has become an ethereal speech to the inhabitants of rural areas, while policies are perceived as homogenizing proposals that do not meet the needs of rural communities, and ultimately are not being implemented effectively.

Résumé: Les politiques linguistiques sont dictées par le gouvernement colombien dans le but de réguler l´enseignement et l´apprentissage d´une langue étrangère. Cet article rend compte des résultats d´une recherche sur la façon dont certains acteurs citoyens de la municipalité de Yarumal, au nord du département d´Antioquia perçoivent ces politiques et leur degré de pertinence au sein de leurs communautés rurales. Différents représentants de cette communauté ont participé à cette étude: un haut fonctionnaire administratif, le coordinateur du Service National d`Apprentissage (SENA) de la région nord du département, deux personnes appartenant au secteur commercial (le gérant d´une banque et celui d´une coopérative d´épargne), trois membres du secteur éducatif (le directeur d´une institution éducative publique, un professeur d´un lycée privé et une élève de 16 ans d'un lycée public). L´étude a été menée selon les paramètres d´une recherche qualitative et la méthode d´étude de cas. Les principales techniques adoptées ont donc été la collecte de données, l´analyse de documents et les entrevues menées auprès de sept représentants de l´éducation. Le principal résultat obtenu à partir des perceptions des participants, est que ces politiques linguistiques relatives au bilinguisme imposées par le gouvernement national restent à un niveau de discours inconsistant et uniformisant, puisqu'elles ne répondent pas aux besoins des communautés rurales et qu'en fin de compte, elles ne peuvent pas être réellement mise en œuvre.

Resumo Objetivo: Ambientes heterogêneos podem contribuir para o sustento da biodiversidade. Tradicionalmente os estudos de diversidade beta foram focados no efeito do ambiente na dissimilaridade total da composição de espécies. Particionar a diversidade beta em turnover e aninhamento de espécies poderia fornecer outras noções dos mecanismos que afetam os padrões espaciais de biodiversidade. Aqui almejamos responder duas perguntas sobre padrões espaciais em assembleias de peixes de uma bacia neotropical: 1) se algumas regiões contribuem diferentemente para a diversidade de espécies, e 2) se os componentes da diversidade beta são explicados por gradientes ambientais. Métodos Locais na calha principal e tributários do alto rio Paraná foram amostrados entre 2013 e 2015. A diversidade beta foi particionada e testada a relação do turnover e aninhamento com variáveis ambientais. Resultados Setenta e quatro espécies foram capturadas. Algumas espécies estiveram restritas a diferentes locais contribuindo para a variação na composição de espécies. Segundo os números de Hill, tributários tendem a apresentar maior diversidade que os locais do rio Paraná, enquanto a diversidade beta foi determinada principalmente por turnover. Somente a diversidade beta total e o turnover estiveram relacionados a variáveis ambientais, principalmente condutividade e turbidez. Conclusões A diversidade de espécies e a composição nas assembleias de peixes no alto rio Paraná podem estar relacionadas a gradientes ambientais. Em síntese, nossos resultados sugerem que os tributários do rio Paraná contribuem para a heterogeneidade ambiental e, portanto, para manter alta diversidade e variação na composição de espécies. Assim, é fortemente ressaltada a necessidade de se preservar ambientes heterogêneos na região.

Abstract Aim: Heterogenous environments can contribute to maintain biodiversity. Traditionally beta diversity studies have focused on determining the effect of environmental variables on the total dissimilarity of species composition. However, decomposing beta diversity in species replacement and nestedness could give new insights on mechanisms affecting spatial patterns of biodiversity. We aimed to answer two main questions about spatial patterns of fish diversity in a Neotropical basin: 1) whether some regions contribute differently to fish diversity, and 2) whether species turnover and nestedness are explained by environmental gradients. Methods Sampling sites in the main channel and tributaries of the Upper Paraná River were sampled between 2013 and 2015. We partitioned beta diversity and tested the relationship of turnover and nestedness with environmental variables. Results 74 species were captured. Some of these species were restricted to different sites, contributing to variation in species composition. Hill numbers showed a trend for higher diversity in the tributaries than in Paraná River sampling sites, and the partition of beta diversity revealed that species replacement drove dissimilarity in species composition. Only total beta diversity and turnover were related to environmental variables, mainly conductivity and turbidity. Conclusions Species diversity and composition of fish assemblages in the Upper Paraná River could be related to environmental gradients. Overall, our results suggest that Paraná River tributaries contribute to increase environmental heterogeneity, and hence to maintain a high diversity and variation in species composition. For that reason, we strongly recommend preserving highly heterogeneous habitats in the region.
